Lit but Locked

On an iPhone 11, when I lock the screen, the screen is lit, but stays locked. The touchscreen is not operational and the device will not power off. I have to wait for the battery life to be depleted before the phone's touch screen will work again. I can still use voice commands. Is this fixable? A bug? Do I need a replacement?
