forgot my passcode and security questions

HI Team,

I have iphone and ipad. For last few months, I havent used the ipad and fogot the passcode. So, I tried to reset the password, but even I forgot my security questions. After going through online documentation, I tried restoring the ipad. Now, I am not able to login. Username for iphone is ****@ gmail.com and ipad is ****@ icloud.com.
