Syncing photos on iPhone and iPad Pro

I want to have my iphones photos back up to my iPad but I don’t want all of the photos already on my iPad to be on my iPhone. How can I do this?

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. Save is greyed out when transferring photos to hard drive from ipad trying to save photos from ipad to external hard drive using the Lightning USB camera adapter. When I select the photos and try to save them to my hard drive the save button is greyed out. How can I save my photos.
