is it normal that a brand new iphone 11pro is not updating the new IOS?

I cannot get a brand new iphone 11 pro max to update.

for 4 hours it has been stuck on the Software Update page

spinning on install now..

restore the phone and same error persists.

Iphone 11 pro max will not install IOS 14.0.1. no way to bypass.

how do I return this phone.

it’s a disaster

I got my 11 pro junk days before they sent this 14 update and it basically trashed the phone. I'm furious with crap the phone is worthless now.
