odd notifications screen behavior in 13.7

I just updated to iOS 13.7 on an iPhone SE (2gen). If, from the home screen, I swipe down to see notifications, I see this odd behavior:

For the very last notification, after scrolling to the bottom, I'm unable to do the normal swipe left (to see Manage, View, or Clear) or swipe left (to see Open). Instead, it acts as if I'm swiping where there is no notification bubble; i.e., right swipe opens camera, left swipe goes to widgets.

Anyone else seeing this? I know it just started with 13.7 because this is something I regularly do many times a day.

In any case, I'll file a report to Apple.

We understand that you are having an issue with responding to your last notification in the Notification Center and we'd love to help. First, are you completing the steps listed here: Use notifications on your iPhone, iPad, and iPod touch when trying to manage the notifications?

Also, have you tried restarting the iPhone using the steps here: Restart your iPhone to see if it resolves the issue?
