When I open or close an app it just doesn’t feel smooth. The animations are are not there. I have been using my 2020 iPad Pro for more than a month. I have updated it to the iPadOS 13.7 and I have not limited the frame rate.

If the transition animations are absent, perhaps your have mistakenly enabled the Reduce Motion feature.
Settings > Accessibility > Motion > Reduce Motion - when set to ON, display animations are suppressed.
