Forever Spinning Wheel Next to WiFi symbol

This question was asked in another post but I need a real fix. Hard rebooting gets rid of it temporarily before it returns to drain your battery again. I think the cause is related to the talk-to-text dictation button next to the space bar. Someone suggested to turn off dictation, which I did and it solved it. The problem is, I always use dictation when texting so when I turn back on dictation, the problem resurfaces. I’ve paid thousands of $$$$ to Apple for years and they still have LOTS of bugs. I’ve filed feedback reports and nothing is ever solved. Does anyone have a true permanent fix or a direct line of communication to someone at Apple who will hear us out and ACTUALLY fix problems that have survived since iOS 9 and even before? 🙏🏻🙏🏻🙏🏻
