Managing This:
Best you can do is have the seller sign out of it. Elsewise, its a useless paperweight sitting atop your desk.
Take this as a Learning Experience:
The next time you go about purchasing a used Apple device, inform the seller to sign out of their Apple Account, and then allow you to sign into it. If they decide to dis-abide by those Terms you've set forth, then to not proceed with the transaction.
