I am being asked to download IOS13.7 with the tracking app. I do not want this tracking app but do want the bug fixes. How can I install one without the other.

There is no "tracking app" in iOS at all.
What's there is the framework for contact tracing. It is disabled by default. It will not become active unless you turn it on yourself.
