Apple Cash to minors

Why does Apple Cash allow payments to be sent to minors but it won't allow them to set up Apple Cash because they must be 18? Apple then forces the user to lie and change the birth day or you will need to wait 7 days before it is sent back. Why is this allowed?

Thank you for your response @ askbarnabas, but I am not looking for people's opinion, I am looking for facts.

In the past, if you did not have Apple Cash set up the system will alert you with the following message "<insert name> cannot receive payments sent with Apple Pay at this time". Now, it lets you send cash even though the user has never set up Apple Cash. If the user is under 18, you have to wait 7 days for the funds to be sent back. This is not right. Why the change? Could it be because it automatically forces users to set-up Apple Cash? And if they're under 18, Apple gets to use the funds for 7 days? Did Apple discover a revenue generating opportunity even though it negatively impacts their user?

  1. I did not give an opinion in the first response.
  2. You say you do not want an opinion and then you proceed to ask questions that would require an opinion.
  3. Apple is not here. This is a user to user forum.
  4. go here - https://www.apple.com/feedback/
  5. Apple/Greendot only make money if you use instant transfer, otherwise the money just sits until it can be returned safely.
  6. Apple clearly states what age you have to be to use Apple Cash in the terms and conditions which I have already posted.
  7. Speculative answers are not allowed.
