Any app on your iPad, where you allow the access to your Photos in the Settings > Privacy > Photos, can access your Photos Library on your device, including the Hidden photos.

Usually, only the owner of the iPad where the photos are locally saved.

But, depending on your settings:

If you have setup Shared Albums, then the person(s) whom you have shared albums with could see the photos in those albums as well.

If you have setup iCloud Photos, then your photos are being uploaded to iCloud. If this iCloud account is accessible to someone else then they can view those uploaded photos.
