Help with Ipad Mini 4 installation of iOS 14 Beta

When I click Download profile it opens a tiny dialogue box on my Mini 4. It has a down arrow and a download button. When I download it I get a checkmark and an "open in" button which only allows me to save it in files or some other location. No message appears and no progress is made. Install profile does not show up in settings even after reboot.
