Why can't I turn off two factor authentication ?

Why can't I turn off two factor authentication ? So, what's gonna happen if I lost my device and then I will not able to sign in to my appleid anymore due I need two factor authentication ? ?

Once you enable 2FA, you cannot disable it. See Availability of two-factor authentication for Apple ID.
