iphone 7 Cellular Update Failed

My iphone 7 / A1660 updated the IOS this week. The result was in an error message "Cellular Update Failed- Your iphone cannot make and receive calls or access cellular data until it has been

updated.".  

Can this problem be fixed? 

I did do various combination of soft, hard resets, updated the Tmobile sim and reset the network and reset my settings with the same bad results. I also updated to IOS 14 with

same issue again.  

Any thoughts or recommendations.  Thank you.
