Access to the App Store and iTunes has been disabled. How do I regain access. My card information is being accepted.

I am trying to add my payment method onto my payments and shipping on my phone, but each time i put in my debit card information, I get a message that says my App Store and iTunes have been disabled. How can I fix this?
