Create 32 bit VMware Fusion Mac virtual machine on Catalina Mac

I'd like to create a 32 bit Mac virtual machine on my Mac running Catalina and install an older 32 bit version of system software, to enable me to install Dropcam software, which only runs in 32 bit mode. Although an elaborate scheme, seems to be the only way I can run the software. I've tried using the Nest app but that doesn't seem to work. If anyone has experience in doing this or (better still) has a simpler work-around, that would be great.

You will need a copy of macOS Mojave or older.
