2019 MBP Control Strip doesn't work - com.apple.controlstrip repeatedly crashes

To be clear, The Touch Bar hardware works. The app controls appear and function normally. But the control strip that should appear on the right side doesn't.

Looking in /var/log/system.log, I see the com.apple.controlstrip service starts, immediately crashes with SIGILL, and restarts once every second:

If resetting the SMC https://support.apple.com/en-us/HT201295

fails to resolve your issue...

Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379

If nothing these two do not bring it back to life—you have a hardware issue.

In or out of warranty you can get a free over the counter 'Apple Service Diagnostics' test /assessment

I found the service in the launchd config and attempted to start it manually. This assertion failure is tripped:
