Unable to add Apple Card to my phone

I am not getting the option to add Apple Card to my phone. When I tried to apply for Apple Card from apple.com, I am being redirected to wallet and when I click add card, I am getting Apple Card service is unavailable at this time. I am from Canada and bought the phone in Canada. I recently moved to states and trying to apply for Apple Card. Please help
