To Install it, Try the Following:
Try installing through a USB Bootable Installer. Use a USB Flash drive that is 16GB in size, and use Terminal to create it (use the commands on the following link):

Try a new administrator. If it works, then it is something misconfigured in your current user.

Install through Safe Mode [Hold Down: shift key up boot]. In Safe Mode, login items are placed assed, along with particular changes.
Okay. That Early 2009 tops out with El Capitan.
What’s the particular error message diagnostic, and what have you tried?

So to confirm, you double-clicked on that DMG file to open up the disk image, and failed to get access to the PKG installer within the mounted DMG? That’s Step 5 here: https://support.apple.com/en-us/HT206886
If that failed, delete the file and re-download, and look for another InstallMacOSX.DMG file around and delete that. Then re-download the file, and try again.

“Doesn’t seem to work” is a phrase that doesn’t tell us much past what we already know; that you’re having issues.
What happens when you try? What was the text of the messages or diagnostics that were shown? What have you tried?
Which 2009 iMac? Early and Mid 2009 top out at El Capitan, Late 2009 at High Sierra.
The problem is that I can't get the disk image to open. When I attempt to download el capitan, two files appear on my desktop: one is labeled InstallMacOSX.dmg and the other is InstallMacOSX.dmg.part. Neither one will open. When I click on the first one, I get the message "image not recognized." And the second says "there is no application set up to open the document." Not sure what to do.
That .part file is a partial download. It either didn’t complete, or it’s still being downloaded.
Use the search box in a Finder window. Find all files with that name. Everywhere. Delete them all.
Then re-download. Using Safari preferably, then re-trying again with a different browser if the first download completes but fails to open. Preferably download from a working and stable (and wired) network connection too, though Apple’s servers are undoubtedly getting hammered right now.
Even once you get this installed, El Capitan will have problems connecting to the network. It’s old for secure connections.
