New iPhone 11 not sending/receiving texts

Cannot get new iPhone 11 to send or receive text messages. Went to Settings>Messages. iMessage is ON. Sednd&Receive show my email address and below it "Waiting for Activation...".Tapping on the > next to that the screen goes to: YOU CAN RECEIVE IMESSAGES TO AND REPLY FROM, followed by my cell number and "Verifying...". Below that is my email address. Below that is my Apple ID: (email address). Please note that initially the was a spinning indicator next to my cell number and there was a green check mark to the left of my email address. Now there are spinning indicators next to both. So, what's up and how do I correct it so I can send and receive text messages?
