Why apple tv app. Not exist in my samsung 8k tv?

these are the supported tvs https://www.apple.com/apple-tv-app/devices/
not having owned a smarttv then it's an assumption but I would suspect you had to install the app from some sort of samsung app store/center as in they did not preinstall all apps which would work on the tv from the factory
