Saving deceased brother’s iPhone photos?

The easiest thing, assuming you know the passcode to unlock the device, is to plug it into a computer and extract the photos the way you would with any other digital camera.

If you have a Mac just use Image Capture, native app that will allow exporting everything to a local folder. On win just connect it via USB and export everything from File Explorer > phone > phone storage > DCIM folder. If exporting from DCIM won't work or you'll need some UI check iMazing (guide if needed).

In addition to Kilted Tim's advice, and so you're clear, if you don't have his Apple ID password, you will not be able to reset the phone for use by another. Follow the directions in the article for that.
