I was recently looking for an app in the U.S. apple store and came across a few apps labeled in Chinese.

Because there are lots of people in the US who use that language in addition to English. There are probably apps in a lot of other languages as well.

Obviously Chinese developers are opting to distribute their content in the US store as they feel that there are folks interested in acquiring them. It's as simple as that.
