NEED HELP DELETING PHOTOS ON ALL DEVICES BY USING ICLOUD

I want to be able to delete several photos from my iCloud, and have that action carry over to all my iOS devices.

Meaning... If I delete photos in iCloud, I WANT IT TO delete the same photos stored on all my devices as well....

I've deleted photos on iCloud, but they are still on my phone's photo library.... I don't want them to re-upload to my cloud.... Do I have to delete them on my phone as well?????

UHG... I just want them all synced... HELP PLEASE!

The devices should be signed in with same Apple ID and password on the same network , and photos box must be turned as on all devices https://support.apple.com/en-us/HT207689

You can permanently erase photos from recently deleted from iCloud.com all photos will be deleted from iPhone and connected devices it could another iPhones .
