How do I get rid of the annoying microphone window that is constantly on my screen?

Ever since I updated to Catalina, I have a microphone window that shows up on the desktop screen. I’ve tried toggling dictation but nothing helps. If this is a new feature, Apple needs to delete it. I’ve tried accessibility settings. Nothing helps! I’m not sure what else I can do to get rid of it. There is also some numbers that show up when I click on the top file bar or apple bar. I’ve read that they are related to accessibility but I have yet to figure that out also.
