The camera tool bar is missing when I create a new note

Notes disappeared from my iPhone so I did the update up iOS 14 and nothing. So went to App Store and downloaded from iCloud. All old notes there but when I go to create a new note to scan a document the camera tool bar is missing. Help!

Make sure the Note is being created within either the iCloud or "On My iPhone" folders.

Note folders for other email services do not support the extended notes options.
