Missing "VPN & Network" setting in iOS 14 on my new iPhone SE

I want to install the iVerify DNS-over-HTTPS extension on my new iPhone SE so I can use Cloudflare's DNS resolver, but I don't have a "VPN & Network" setting option. It only gives me a "VPN" setting with no DNS option. My work iPhone 7 Plus has also been upgraded to iOS 14 and it does have the "VPN & Network" setting with DNS option. Why would this be missing from my iPhone SE? Any help would be greatly appreciated.

Is this unique to the new iPhone SE? I restored my phone to factory settings and tried both AT&T and Verizon SIM cards and the issue still persists. Can anyone else with the new SE check their VPN & Network settings to see if they have a DNS option? Thanks!

Quick update on my situation... I think we might actually be seeing two different “bugs” at this point. I was thrown off by seeing “VPN & Network” directly in Settings on my iPhone 11 Pro Max (which I still can’t explain why):

On the other three iPhones I mentioned previously, I see a different story in Settings:

But, once I realized you were going into Settings > General, I do see “VPN & Network” on these three iPhones:

I wanted to give this update to first clarify that I might have been muddying this thread with a different issue, and secondly, to report back that I am now set on all these iPhones.

I am experiencing the same issue with multiple iPhones — iPhone 8, X, and 11 Pro. In my case the app I am attempting to use is NextDNS. I only see the option in settings for “VPN” and not “VPN & Network” as I am supposed to see on those devices.

For what it’s worth, I used the NextDNS app via TestFlight on my iPhone 11 Pro Max and I saw the “VPN & Network” option in settings during the iOS 14 beta period. This same phone still has the option even with iOS 14 public and NextDNS (non-beta) via the App Store.

At a loss at the moment for the other three iPhones I mentioned.
