I have two iPads signed into the same account. They are displaying activation lock. They owner of the account has forgotten the apple ID and has chosen a new one. How can I bypass this and add new information to the iPad?

you need the previous owner's info. Turn off Activation Lock - Apple Support

See if they can recover the ID/password.
Apple ID - How to find your Apple An iCloud e-mail address is an Apple ID.
Enter the Apple (iCloud) ID and click Forgot Password.
