I have weather bug downloaded on my Apple Watch but it isn’t offered as a choice for complications under any of my watch face slots....even when other weather apps are offered. The info about the app on the App Store says that it has lots of complication choices

If you using these steps and it's still not working, make sure you have the latest version of WatchOS installed on your Apple Watch. As of this writing, the current version of WatchOS is 7.0.1.
