How do I recover photos from these devices that were stored in iCloud?
Hello, my iPhone in reference to this question was stolen. Is there a way to recover photos saved in iCloud from this device?

If you had iCloud Photos turned on, you can use a computer and login to icloud.com and go to the Photos app there. Also if you turn on iCloud Photos on a replacement phone using the same Apple ID the photos will automatically sync to it. See: Set up and use iCloud Photos - Apple Support
If you didn't have iCloud Photos turned on but do have an iCloud backup, you can use the backup to set up a replacement phone from iCloud but you cannot otherwise view the contents of the backup. Restore or set up your device from an iCloud backup - Apple Support
