I have an apple6 iPhone and cannot download the Nhs Covid track and trace app my iPhone has not updated since 12.4.8 why is this ?

Because you have an old phone that doesn’t support the iOS version that supports COVID exposure tracking.

COVID tracking was added in iOS 13.
iPhone 6 was released 6 years ago.
In mobile phone world, 6 years is ancient.
