Uk NHS track and trace

Why can’t I download the uk track and trace app? My iPhone 6 has iOS 12.8 app tells me I need ios13.5 to use the app How can I get the app on this phone?

You can't get the app on that phone. You'll need a phone new enough to update to iOS 13. That would be an iPhone 6s or later.
