Cannot add to Apple Cash

I am having difficulties adding cash to my Apple Cash card balance. My banking is all set up and confirmed. I do the steps to add cash. When I go to complete, I am asked to verify which it shows my address and then asks me to input the last 4 digits of my SSN and birthdate. When completes, it states verify successful, however my balance still remains at zero. I have tried a number of things. I even disabled Apple Cash and re-enabled and added all the cards back. Anybody else have this problem and know how to fix it? Thanks.
