Ah. Well, the message specifically says the app "is currently not available in your country or region." Since you aren't in the U.S. and see the same message, then it must be blocked from use in multiple areas around the globe.
There's nothing you can do about it. You'll have to get a version that has been approved (by Mercedes?) for your area. Such as here, the version available in the App Store is specifically named, Mercedes me (USA).
