Giving old iPad away to new user and getting my Apple ID off completely

I have an old iPad Air 12 . I erased it completely and and took it off my iCloud on my cell but it is not letting my sister add any apps . What are we doing wrong? Apple will not help my sister because they said my Apple ID is still tied to the account

Hmm what did it exactly say that told your sister she couldn’t add any more apps?

Check if anything is still connected and remove anything that relates to the iPad.
