Even after performing Settings -> General -> Reset -> Reset Home Screen Layout, the big black thing is still there.

I’ve fixed it. Changing the Region to US, the News app appeared. After going through the first use wizard the widget started working normally, even after changing the Region again.

Maybe your Screen Time is OFF?
Anyway, you can long press the widget and delete it.
Screen Time in on. If I delete the widget, it comes back when I reset the layout to keep my apps alphabetically sorted.
Play around and edit and see what happened.
Also press an empty space till it jiggles and tap the + sign (top right)
Ok, when I try to remove it, it says it’s the “News” widget. I guess since the News app has been deprecated I can’t set up the widget.
