iPhone 11 setup stuck on software update

I got my iPhone 11 delivered yesterday. I’ve been trying to set it up since then. It keeps saying that I need to do an update. Just to download the update it takes around 2 hours. Then it just comes up with “install now” and a loading sign. I left it for the whole day today in the hope it would eventually work but it’s still doing this.

i have restarted the phone and gone through the whole set up several times just for it to do it all over again.

help!
