Cannot activate Apple Cash Family - problem with Apple Cash Family

Hi - I cannot activate Apple Cash Family. When I go to settings > name > family sharing > then hit "Apple Cash" I get the spinning indicator next to Apple Cash and then nothing happens. I meet all the requirements listed - using the same Apple ID as my Apple Cash account, my family devices are current, on current iOS, kids are under 18, devices are set for US. Any ideas?

Did you already try resetting your network settings? (settings>general>reset>reset network settings)

there is this too -

To set up Apple Cash Family you must first close any accounts that children already had. Make sure that the balance is zero then go here - Manage your Apple Cash account - Apple Support next, go here - Set up and use Apple Cash Family. (Additional support links View and limit your child or teen's Apple Cash activity, Leave Apple Cash Family, Apple Cash and person to person payments limits)

Thanks for that. I had not tried resetting network setting - I did do as you recommended and no change unfortunately. The kids have never had cash/Apple Pay accounts so no issue there.

Is there a minimum age? I didn't;t think so, but both kids are under 13. We are trying to do this for one child who just got an Apple Watch being set up through Family Setup.
