iPhone not backing up to cloud with 3.8 gigs of space empty

I keep getting a message that my phone can't be backed up because there isn't enough storage. When I go to iCloud Storage in my phone, it says 1.2GB of 5GB used. I don't know why it is telling me this.

Then per the link I sent above....

After you check to see how much iCloud Storage you have, try these steps to complete your backup:

Upgrade your iCloud storage plan.
Reduce the size of your backup.
Delete any data that you don't need.
If you still need help, contact Apple Support.

Because -- If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.

Thanks, I've already reduced the size of my back-up and hardly have anything being backed up and it still won't work. :(
