I can't reset my security question

I have my Apple ID and password, but don't know my security question and I get the "We don’t have sufficient information to reset your security questions." so I can't login to my new Iphone.

reset my security questions I have an iPhone 4 for many years, and I want to login to my phone, the phone told me I need to use the  ID to log in, but when I login the system told me that I need to provide my security questions, as I didn't use this phone for several years and I forget my security questions when I try to reset my security questions about my account, the web page shows "We don’t have sufficient information to reset your security questions." And I want to get help to get my  Id back as I have a lot of pictures in my account. my apple ID is, and I have my password in my hand.please help me with my security questions so that I can login to my account.
