iCloud storage downgrade: what happens to the files?

I currently have a 200GB storage iCloud subscription which I intend to cancel. I haven't used an iPhone since mid 2018 so I don't see why I should keep the subscription going. My question is: what would happen to the files that are stored in iCloud which already passed the limit of the downgraded plan?

They remain, but since you now exceed your storage capacity, no new data can be saved to your iCloud (including sync and backup data from any Mac or iOS device on the account)
