Your Apple Pencil does not support Fast Charging. The first generation Apple Pencil will charge at its fastest rate when directly connected to the Lightning port of your iPad.
You can also trickle-charge the Pencil from a standard 5V USB Power Adapter using the inline adapter that was included in the box with your Pencil. Although the Pencil will charge quite quickly, it will take considerably longer to reach maximum charge than when connected directly to your iPad.
