Can't Download 10.15.7 Combo Updater

For two days I've been trying to download the macOS 10.15.7 combo updater from https://support.apple.com/downloads . The download has stalled at 1.81 GB out of 4.82 GB a day and a half ago. Downloads from and browsing of other sites have worked fine. I've had this problem on two different Macs, both running macOS 10.15.6 (19G2021). Pings to support.apple.com show a time of 25 to 29 ms. I'm in the SE U.S.

Can anyone suggest how to deal with this problem? Thanks.

Safe Mode disables any third-party software such as antivirus, vpns, security apps, etc. that run in the background. It's unlikely it was a Safari extension.

Downloads fine here. Try an ethernet connection if you're using WiFi, or try while in Safe Mode.

I didn't mention that this was over a 100 Mbps Ethernet connection. I tried Safe Mode and it worked, downloading the file in a few minutes. I'm curious why this worked. Presuming Safe Mode inhibits Safari extensions, the only such extension I have is 1Password.
