MacBook with Multiple Users - non-sandbox with sandbox?

I'm trying to setup my MacBook with a "regular" user as the admin and a wallet with my real personal cards. I'm attempting to add a second user with an apple id flagged as a sandbox user. Each user has their own apple id which I thought was going to work, but it appears only one wallet for the device - the second user cannot access the wallet. I receive a "XXX User is already using Apple Pay on this Mac...".

Is there any way to have individual wallets for each user, one non-sandbox and another sandbox for using personally and for testing Apple Pay apps?
