The iPhone backup option automatically changes from Mac to iCloud every time iPhone is reconnected. This leads to user backing up the iPhone to iCloud by mistake even though the user has set it to backup to Mac.

Is the iCloud backup option selected on the phone itself? Check under settings > Apple ID > iCloud. If it's selected on the phone then it may cause to default to it when the phone is connected to a computer.
The iCloud backup option is turned off on the iPhone.
