Photos and videos problems

I transfer over all my information from one iPhone to the next the only problem is my videos won’t play and I can’t set any of the pictures as wall papers it just keep showing it as downloading but nothing is happening or the little circle as if it’s loading but nothing happens

Most likely they are syncing from iCloud. Leave the phone charging overnight with good Wi-Fi and without battery saver mode.
