New iPad Pro, ios14.0.1, pencil

Tapping the Lock Screen w/pencil will not offer “quick note” pencil. works fine in apps otherwise.

Check that you have this feature enabled in your iPad settings:

Settings > Notes > Access Notes From Lock Screen - set to ON
