Changing Storage space assigned to individual family members

Not all members of my family need large amounts of storage space, however I can't seem to be able to edit what has been automatically assigned - how do I redistribute the amounts allocated so that I don't waste unused storage space available?

When you share an iCloud storage plan there is no allocation or automatic assignment of space. Any family member can use any part of or all of the unused space. There is no option to limit the amount of space that a family member can use. If you go to Settings > [username] > Family Sharing > iCloud Storage on your iPhone, the amount shown for each family member is the amount of storage that they are currently using.
