Image resolution in Files app visually less than in Photos app even with same stated resolution

I have an image that I downloaded from the internet and that I have added to both Photos and Files apps

In the Photos app, when zooming, the image retains stellar resolution. When zoomed in on from within the Files app though, the resolution is terrible upon zooming in

Does anyone know why this would be?
