Why is my Home Screen stuck like this?

My Home Screen is fine, except for the bottom bar, which is upside down and in the wrong spot. The photo is upside down, sorry, but I blocked out stuff that people don’t need to know I have, as it can give away stuff about me.

I too have experienced this phenomenon once - with the dock appearing upside-down at the top of the screen. The problem was easily resolved with simple forced-restart of the iPad:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
On an iPad with Face ID: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.
